In any functioning society, law enforcement officers represent safety and protection. Under the Islamic Republic, this fundamental contract is so utterly broken that ordinary citizens would sooner take their chances with street criminals than face the corrupt, violent machinery of the regime’s forces. While the regime constantly criminalizes dissent under the pretext of "disturbing public order," the true source of systemic terror is an armed apparatus whose presence instills dread rather than security.
